Since its official founding at the CEOS Strategic Implementation Team meeting in March 2021, the Earth Observation Training, Education, and Capacity Development Network (EOTEC DevNet) has demonstrated value to a diverse global and regional community working on EO capacity building.

Through the establishment of global structures and four regional communities of practice (CoP), EOTEC DevNet provides a unique forum for space asset providers, operational global/national meteorological agencies, regional science centers, universities and EO-related development initiatives to engage on capacity building needs and activities. Since the launch of the CoPs in March 2022, over 600 individuals from 87 countries on six continents have used EOTEC DevNet to build connections, promote their activities, identify new opportunities and resources, and partner around common objectives. EOTEC DevNet, which operates under the auspices of the Working Group on Capacity Building and Data Democracy (WGCapD), has contributed directly to CEOS priorities and deliverables.

With the conclusion of EOTEC’s 2-year pilot phase in March 2023, this report details progress and recommends tasks for 2023-2025. Drawing on lessons learned during the pilot, it also clarifies EOTEC’s core functions and suggests modifications to the operational framework.
