Report on survey of donors for post-2017 operation of a Recovery Observatory
Update September, 2018, Good progress with growing stakeholder engagement and positive feedback. In May 2018, the RO team made up of national champions, the French, Italian and Canadian space agencies, and international DRM stakeholders such as UNDP and the World Bank/GFDRR, convened user workshops to bring together RO users around a list of main themes, and to discuss RO products in each of these thematic areas. One of the major outputs of the this second user workshop was the development of a draft Capacity Building Plan.New partners: NOAA (vector-borne disease contribution) and EC (Copernicus EMS).The CEOS RO partners, together with the World Bank/GFDRR, the United Nations Development Programme, and the European Union are considering how to take the lessons learned from the Haiti RO and apply them to a generic RO concept that could be activated on a regular basis after catastrophic events. In summer 2018, the Generic RO ad hoc Development Team was established to develop possible scenarios for such a generic, scalable, and replicable Observatory. They are currently developing a White Paper to examine lessons learned through the application of satellite data to recovery challenges. The deliverable will be part of this white paper.Report postponed to Q2 2019Update March, 2018The survey will commence after the May 2018 User Workshop and will involve a mission to the HQs of the UNDP and WB in fall 2018 (TBC).Last Update Oct 12, 2017:Following the subsequent approval by CEOS Principals, the Recovery Observatory (RO) was triggered on December 22 to track and support recovery efforts in Haiti in the wake of Hurricane Matthew. The survey is planned to start in Spring 2018 as no Donors might express some interest before having concrete evidence of the usefulness of the RO and of the benefits it brings to society.
Update September 2019, In March 2019, CNES contracted with AG Europe SAS to conduct a survey of local and international users and partners, as well as to perform a critical review of progress against objectives and to interview members of the RO Steering Committee. The draft report was reviewed by CNES and Steering Committee members in August and the final report is now complete and being translated into English. The review concludes that most of the initial objectives of the RO have been completed or partially completed. In addition, the RO has created solid long-term relationships with key Haitian stakeholders and is working on legacy strategies to ensure that the key successes are sustainable.
