A governance strategy will be developed aimed at supporting the CEOS Data Cube to become an inclusive, collaborative, open source project including encouraging contributions from additional CEOS Agencies (e.g. to include data from their missions) and inviting contributions from the broader EO community (e.g. to contribute tools and applications) via GEO.

As of April 2017, the Open Data Cube (ODC) team has completed the first draft of an open source governance plan to support management of the software. This plan addresses licensing, steering council, and sub-project incubation. The governance plan can be found at: https://github.com/opendatacube/governance
